The undersigned Eng. Davide Bergantin, Operations Director of the Concessionaire Strada dei Parchi SpA (SdP)
WHEREAS
- that, following the serious incident in Genoa that saw the collapse of part of the Morandi viaduct over the Polcevera stream in August 2018, the Ministry of Infrastructure and Transport required all Concessionaires to carry out further investigations aimed at dispelling doubts about the safety of the works;
- that SdP proceeded to carry out the required verifications, assessing it unnecessary to take further traffic restriction initiatives than those in Ordinance No. 21/2017E;
- that, however, the Directorate General for the Supervision of Motorway Concessionaires of the Ministry of Infrastructure and Transport (DGVCA), in a note prot. 0023086 of 18/10/2018, suggested: “… it is considered appropriate to extend, at least to all the inspected viaducts, Ordinance no. 21/2017E issued by the concessionaire to regulate the transit of heavy vehicles on the Della Noce, Cannuccette, Santo Stefano, Pietrasecca, Piè di Pago III, Fiume Salto, Valle Orsara and Fornaca viaducts.”
- that SdP, out of a sense of institutional respect, adhered to the aforementioned invitation, evaluating that such a choice could be motivated at that particular moment in order to reassure on the safe usability of the highway roadway a user strongly shaken by the incident;
- that therefore, on October 26, 2018, Ordinance No. 49/2018E was issued for the purpose of complying with the provisions of the DGVCA, replicating the same limitations as in Ordinance No. 21/2017E also for works of art subject to extraordinary inspection by the Rome Territorial Inspection Office;
- That with the issuance of the aforementioned Ordinance, the following restrictions were imposed on all the works of art listed therein:
- To vehicles with a loaded mass exceeding 3.5 tons:
- prohibition on overtaking;
- 50 m spacing requirement to the above-mentioned vehicles passing on the travel lane;
- Prohibition of parking and stopping of the said vehicles in the emergency lane;
- Transit ban for all exceptional vehicles and/or transports weighing more than 44 t (permits already issued for convoys with a higher mass have been suspended).
NOTED.
of the results of load tests carried out by prestigious university bodies, such as the Universities of Rome La Sapienza and L’Aquila, which involved 24 viaducts representative of the construction types and state of preservation of the works pertaining to the A24 and A25 highways, for a total of more than 80 spans investigated chosen as a precautionary measure from among those that at the time of testing had exhibited the lowest mechanical capacity and/or preferring those affected by greater defectiveness
CONSIDERING
- safety verification reports developed by SdP consultants, with independent validation reports prepared by Prof. Eng. Mario Paolo Petrangeli, attest to the safety of the viaducts according to the NTC2018 Technical Standards;
- Ordinance No. 49/2018E extended, out of pure institutional respect and in a time situation of special sensitivity for the entire nation, the requirements of Ordinance No. 21/2017E regulating heavy traffic to all inspected viaducts;
- All load test results confirmed the respective safety assessment analyses performed according to the NTC2018 Technical Standards

All of the above stated and considered, it is hereby
ORDER
- with immediate effect, the revocation of the Orders referred to in the previous point for all the works of art affected by the said measures, for both carriageways of the A24 Rome – Teramo freeway and the A25 Torano – Pescara freeway;
- the prohibition of transit on the same works of art for all exceptional vehicles and/or transports weighing more than 44 t
For all the works of art listed in Annex 2 of this Ordinance, on which there persist local defects, which are not of particular significance but which, pursuant to the LLG bridges 2020, require in-depth investigations currently underway, thehe limitations set out in the Ordinance No. 49/2018E viz:
- To vehicles with a loaded mass exceeding 3.5 tons:
- Overtaking is prohibited;
- there is a 50 m spacing requirement to the above-mentioned vehicles passing on the travel lane;
- there is a ban on the parking and stopping of the said vehicles on the emergency lane of the attached viaducts.
- there is a ban on the transit of all exceptional vehicles and/or transports weighing more than 44 t on the same works of art (permits already issued for convoys with a higher mass are suspended).
It is incumbent upon everyone to observe and enforce this Ordinance.
