Accessibility to services for Persons with Reduced Mobility
ART Resolution No. 132/2024, Measure 7 (Right to accessibility and usability of parking and service areas for PRMs) stipulated that highway concessionaires and managers of services provided in service appurtenances, to the extent of their respective competencies, must ensure, in accordance with the provisions of accessibility regulations and service charters, as well as consistent with the information provided to the public, the full usability to Persons with Reduced Mobility (PRMs) of the services available in service areas.
In the event of events involving changes in the conditions of full accessibility and usability of services, highway concessionaires and managers of services provided in the service appurtenances, to the extent of their respective competences, as soon as they become available, must provide users with information concerning the possible unavailability of infrastructure or equipment in the service areas such as to limit their accessibility and usability, as well as the timeframe necessary for their restoration, in particular indicating for PRMs the nearest service area equipped with fully accessible or usable dedicated infrastructure and services.
Highway concessionaires shall provide for compensation to be paid to PMR users in the event of discrepancies between the information reported and the actual conditions of accessibility and usability of the services available in the parking and service areas. Where the discrepancy is attributable to the failure of the operators of the services provided in the service appurtenances to report, the latter shall reimburse the concessionaires for the compensation paid.
